About Me

Dr. Meghna Sabharwal is a Full professor and a Department Head at The University of Texas at Dallas in the Public and Nonprofit Management program. Her research expertise lies in public human resource management, specifically workforce diversity and inclusion, job performance, job satisfaction, and high-skilled migration. She has published over 50 peer reviewed journal articles in public administration journals, and is the winner of three best paper awards. She also has two book publications: Public Personnel Administration (6th Ed.) and Public Administration in South Asia: India, Bangladesh, and Pakistan and has a forthcoming book titled: A Public Administrator’s Guide to Human Resources Information Systems. She has presented in over 150 national and international conferences and invited talks.

She is the recipient of the 2021 Outstanding Public HR scholar award by The Section on Personnel Administration and Labor Relations (SPALR) of the American Society for Public Administration (ASPA). She also received the 2020 Rita Mae Kelly Distinguished Research Award and the 2019 Mary Hamilton Award given by the International Chapter, ASPA. Meghna is also the recipient of the Julia J. Henderson International Award (2015) by the American Society for Public Administration (ASPA) Section on Women in Public Administration, which recognizes demonstrated commitment to international public administration, in particular, or to international public service. In 2018, she was chosen as one of the top 20 women in the United States in the field of Public Affairs. She has won several graduate and undergraduate teaching awards.

She is also the recipient of two National Science Foundation grants. one in 2013 ($197,189) and the other in 2017 ($225,155) to study reverse brain drain among Asian Indian scientists and engineers in academia and industry. In 2020, she received $25,000 from the 100K Strong in the Americas Innovation Fund U.S. Department of State and Mexico for a graduate summer exchange program between UTD and CIDE, Mexico on financial inclusion, urbanization, and sustainability in Mexico and the United States. She has also received over $20,000 internal EPPS and UTD grants.

Meghna is the current chair of the Section on International Public Administration (SICA), the largest and the oldest ASPA sections, established in 1973. She was the former chair of the Section of Women in Public Administration (2017-2018), and the founding chair of the South Asian Section for Public Administration (SASPA). She serves on several editorial boards and is the Associate Editor for the Review of Public Personnel Administration and Public Integrity. She regularly reviews manuscripts for several public administration, public policy, social science and higher education journals.

Meghna Sabharwal received her doctorate in public administration from Arizona State University in 2008. She worked as a postdoctoral research fellow at the City College of New York, City University of New York (CUNY) before joining the faculty at the University of Texas at Dallas in fall 2009.
